The Government does not guarantee companies that Imserso trips can start in October

More than a year and a half after the pandemic forced the suspension of travel for the elderly from the Imserso, there are still no signs that these will be reactivated imminently, as planned. They would have to be marketed in September for retirees to be able to travel in October, but deadlines and procedures have been extended to the point that the sector fears that we will reach the end of the year or the program blocked.
The companies involved They have been denouncing the passivity of the competent ministry for months, that of Social Rights directed by Ione Belarra, and they already predicted that it would not be possible to arrive on time in October. What they did not expect was to reach this point without the programs being awarded or the contracts sent.
This is without taking into account that normally the awards are used by companies that have not won them, which would further delay time. “Obviously in October it is impossible for the program to start, but for November we also see it unfeasible “, points out one of the parties involved.
The Imserso held a meeting yesterday with the parties in which it informed them that it is difficult for the trips to be activated this month. He also told them that “the awards will be resolved in the first days of October, but there will probably be challenges “. This, according to these sources, “complicates that the trips can be activated this year. We are planted in 2022”.
The Imserso program allows retirees to travel cheaper, but it also gives companies in the sector the opportunity to be active during the low season months. For this year there are 800,000 places announced. Are some 40,000 jobs within the social program (which includes islands, coast and inland areas) and about 7,000 for the spa program.
The processing of Imserso trips is complex, because the Ministry has to first approve the specifications with the conditions, the companies have to present their proposals, these have to be awarded and then there is a period of 15 days to present allegations.
In part, this tends to complicate the final stretch of the process a lot, since companies that have not won the award often appeal. As these sources explain, “even if they were awarded in the first weeks of October, we will have to wait those 15 days to present allegations, which brings us to November.”
Afterwards, you have to give about three or four weeks to prepare the logistics of the awards. This year three groups have been presented for three packages (interior, islands and cultural circuits): Mundiplan and Social Tourism (those that have shared the lot for years) and Logitravel.
In the spa program, which has slightly different dynamics because it is linked to spas, it also has delays. The spas negotiated their conditions in early summer so they could be ready by early fall. Despite having everything prepared, the ministry, as of today, has not yet sent the invitation letter to all the spas, which is the previous administrative step to start the processes.
