The Secretary of the Navy as a National Maritime Authority, informs that today, the Constitutional President of the United Mexican States and Supreme Commander of the Armed Forces, Mr. Andrés Manuel López Obrador, paid a visit to the facilities of the port area of Manzanillo, Colima, where the recent advances and developments of said port area were made known to him.
During this visit, the President of the Republic was accompanied by the Secretary of the Navy, Admiral José Rafael Ojeda Durán; the Governor of the state of Colima, José Ignacio Peralta Sánchez; the General Coordinator of Ports and the Merchant Marine, Captain Ana Laura López Bautista; among other civil and naval authorities.
In this sense, it should be noted that in June 2017 the Harbor Master Offices became administratively and operatively dependent on the Secretary of the Navy, an act with which the figure of the National Maritime Authority was created, whose purpose is based on the development of Power National Maritime and the maintenance of the rule of law in Mexican maritime zones, combating corruption and insecurity and guaranteeing fair conditions for competition.
However, the exercise of this continued distributed among different authorities, therefore, it was determined to evaluate its restructuring, decreeing that the powers of the General Coordination of Ports and Merchant Marine, as well as its resources, be transferred to this Institution and thereby strengthen the security and development of Mexican ports, for the benefit of the country.
Regarding the collaborative relationship that exists, the General Coordinator of Ports and Merchant Marine stressed that the transition that is in process is part of a long tradition of cooperation between the Secretariat of the Navy and the civilian population and that it is a historic opportunity for Strengthen the relationship between Merchant and Naval Marines, which allows them to work together, as a single force, for the same objectives: Strengthen the Merchant Marine, develop the National Port System and continue the work of Nautical Education, respecting its civil nature.
It is important to emphasize that this Institution is committed to the continuity in the development and strengthening of the National Port System, as well as Nautical Education, respecting its civil nature; Therefore, when speaking, the Secretary of the Navy said: « I want to make it clear that the actions that we are carrying out, Nautical Marines and Naval Marines are not aimed at the militarization of ports as many have said » and emphasized That the Naval Marines would not allow that, since they have the support and backing of the Nautical Marines and other civil and government institutions that participate in this project. For this reason, « the control of the ports, as well as the control of naval education will be under the tutelage of the Nautical Marines, » he said.
Likewise, he indicated that the sum of these efforts is crucial to achieve the effective and efficient administration and control of the national ports and expressed the commitment and honor to continue with the noble task that has been granted to the Institution.
For its part, the Supreme Command when issuing its speech indicated that the reform was approved so that the Secretary of the Navy is in charge of managing all the country’s ports. He also said that this decision was made to transfer the management of the ports from the Ministry of Communications and Transportation (SCT) to the Ministry of the Navy for reasons of National Security, since the ports of Mexico are strategic and it is necessary to combat crime organized, to drug trafficking. He also emphasized that this transition is not to militarize, it is to reinforce surveillance in ports.
In this way, the Secretary of the Navy as a National Maritime Authority, fulfills its powers of guaranteeing maritime and port security and protection, monitoring compliance with national laws and international guidelines and promoting the development of the national maritime sector; actions that endorse its commitment to safeguard the interests of the country, in order to fulfill the tasks assigned to it, for the benefit of Mexicans.
